The Onevpl-rt doesn't support widevine specific params on A16 so far, so don't pass MFX_EXTBUFF_SECURE_CODEC unless it is nessesary. Tracked-On: OAM-133511 Signed-off-by: zhangyichix <yichix.zhang@intel.com>
